I believe this leveling occurs naturally as you level up while your follower is actively with you, though if you think your follower isn't leveling up properly, you can use Wabbajack to force the upgrade by changing their form and waiting for them to change back. Some followers can level much higher - the dark brotherhood iniates go up to level 100, and a few such as Frea, J'Zargo, Durak, etc. Very few enemy types can level beyond that. If you look at the UESP pages for these different enemy types, you will see that the highest level variants tend to be in the 30-50 range. ![]() If you encounter a draugr scourge in a dungeon, regardless of whether your character is level 20 or 40, it will be level 21. As you level up, your chances of encountering base draugr decrease, and stronger draugrs (such as level 13 wights and level 21 scourges) begin appearing instead. Base draugr are always level 1 Restless draugr are always level 6, etc. The way leveled zones work is that factions such as falmer, draugr, bandits, dwemer, etc. The vast majority of NPCs in the game have level caps and/or set levels.
